POSITION OVERVIEW
The Child and Family Service Liaison will work to uphold and strengthen the rights of the Whitecap Dakota Nation (WDN) children, youth, and families to meaningfully exercise their rights under provincial, territorial, and federal child and family services laws. The position will promote substantive equality for WDN children and youth to promote family unity, through advocacy, collaboration and available resources.

KEY DUTIES
The following duties are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. The employee may not be required to perform all duties listed and may be required to perform additional, position-specific duties. In accordance with standards of WDN and reporting to the WDN Director of Wellbeing, the Employee will:

  • In collaboration with the Wellbeing Services Director, serve as a WDN representative between the WDN and Child and Family Services providers, provincially and nationally.
  • Exercise the rights and responsibilities of WDN under provincial, territorial, and federal child and family services laws.
  • Remain up to date on relevant laws and procedures related to Family Services.
  • Ensure that child and family services providers address the real needs of WDN children, youth, and families, including needs tied to, culture, land, geography, and the effects of historical and contemporary disadvantage.
  • Support meaningful cultural, family, and community connections for children and youth involved with the child welfare system.
  • Work with the delegated agency, and/or Ministry of Social Services to facilitate the repatriation and/or reunification of WDN children and youth in care with their family and WDN.
  • Support WDN children, youth, and families involved/at risk of involvement with the child and family services system outside of their home communities, including working across different regions and jurisdictions.
  • Participate in child and family services administrative and court proceedings.
  • Consult on needs, including accessing legal resources to represent WDN's interests in child and family services administrative and court proceedings.
  • Receive and respond to notices under provincial, territorial, and federal child and family services laws.
  • Support customary care, kinship care, and alternative care arrangements.
  • Arrange or support alternative dispute resolution processes, including Indigenous-led methods.
  • Collaborate in the development of and monitoring agreements (case plans, safety plans, permanency plans and youth transitional plans) with providers related to children, youth, and families.
  • Uphold case management practices, data management, including regular consultation with the director, and upholding the utmost confidentiality and dignity for each case
  • Assist the director, program coordinator and consultant in developing a best practices child and family services model for WDN, including offering information sessions to WDN members

QUALIFICATIONS

  • A Bachelor of Social Work and/or Indigenous Social Work degree. Consideration may be considered for a combination of education and extensive experience.
  • Three (3) years experience in human services field
  • Successful completion of training in various human services field with a focus on First Nation communities
  • Understanding of First Nations Child and Family Service Agencies standards, practice, policies, and procedures and ability to apply these standards in various settings
  • Knowledge of Saskatchewan Child and Family Services Act, Welfare policies, procedures, SK Abuse Protocol, Duty to Report, Prevention Services model, Customary Standards of Care, SK FNCFS and Jordan's Principle Settlement 2022 and Bill C-92.
  • Knowledge of First Nation Child and Family Services Agencies (FNCFS), Ministry of Social Services, and Indigenous Services Canada (ISC)
  • Demonstrated Knowledge of First Nations history from colonization to present day; this includes (but is not limited to) the emotional, physiological, physical, and spiritual effects of such history on First Nations people
  • Basic knowledge of counselling skills e.g., life skills, lifestyles
  • Must possess a valid Class 5 Saskatchewan driver's license and a reliable vehicle.

ADDITIONAL INFORMATION
Applicants should note that WDN does not currently participate in the Saskatchewan Immigrant Nominee Program (SINP) for this type of position and will not support a SINP job approval.
