Developing and Investing in Whitecap

Whitecap Dakota Nation (WDN) Lands are governed through the WDN Land Code, which was created under the authority of the Framework Agreement on First Nation Land Management. The Framework Agreement is a government-to-government agreement between signatory First Nations and the Government of Canada. Whitecap adhered to the Framework Agreement on March 31, 2003.

In doing so, Whitecap gained control over the management of its lands and resources and eliminated 25% of provisions previously in place under the Indian Act. Land code authority has also provided Whitecap with the ability to create and implement their own land laws. This has allowed the Nation to improve investments into the community and move at the speed of business.

Since the creation of the Land Code, WDN has experienced considerable development of theirs lands to accommodate on-going economic and community development initiatives.
