Whitecap Development Corporation serves as the investment corporation for Whitecap Dakota First Nation with an economic vision of creating an economically self-sustaining community with financially independent members, with goals including generating employment opportunities at least equal to provincial average wages, providing education and training access, and generating sustained revenues through the Whitecap Business Centre that assists entrepreneurs, and the Whitecap Equity Fund that provides financial assistance to members starting businesses. The Nation has zoned 1,000 acres of reserve lands for commercial development and offers business-friendly legislation and land leasing, while working with the Saskatoon Tribal Council on labour force development initiatives.

Under the Land Code created through the Framework Agreement on First Nation Land Management, adopted in 2003, Whitecap gained control over land and resource management, eliminated 25% of Indian Act provisions, and gained the ability to create land laws that have enabled considerable development and faster business decision-making for economic and community initiatives.
